ALAN Power (Letters, 30 April) points out the challenge facing the South Bank Centre management in seeking to refresh the area's tired arts facilities with inadequate public funding. Their current strategy seems to be to hold Jubilee Gardens to ransom in return for more government subsidy. There are three powerful factors that undermine their madcap plans to build on the gardens.
Firstly, the nearby Shell Centre holds restrictive control of the land.
Secondly, Lambeth Council offers legal planning protection for this metropolitan open space. Thirdly, community feeling against the proposals is very high. Sensible opinion wants to see the centre improved ...
