The Environmental Protection Agency (EPA) is reassessing its priorities for new regulation but pushing ahead on some voluntary and partnership programs begun under the Clinton administration. "It is time to replace the federal government's 'command-and-control' approach to environmental protection with private-public partnerships," says EPA Administrator Christine Todd Whitman.
