Washington, D.C. -- Sen. Paul Wellstone on Wednesday presented what he called "a real prescription drug benefit" for America's seniors - a plan under which the government would cover at least 80 percent of the drugs' costs.
Wellstone, D-Minn., said his legislation would use volume-pricing discounts to hold down the program's 10-year pricetag to an amount comparable to President Bush's narrower proposal, which initially would cover only seniors with incomes less than $15,000.
