President Vicente Fox, breaking with tradition, presented a state-of-the-union address in mid-May, less than six months after he took office.

Most presidents presented the annual address to Congress at the end of the year, initially in November but later moved up to September. But Fox broke with tradition, saying he would present quarterly "progress" reports to the Congress and to the Mexican voters.

Fox presented the first of these addresses in mid-May. In a 50-minute speech, aired nationwide, Fox primarily emphasized the changes he made in the structure of government since taking office on Dec. 1, 2000.
