Article: Airport Infrastructure: Officials Ask Congress to Streamline Environmental Review.

With last summer's flight delays still fresh in their minds, local airport officials yesterday asked Congress to explore ways to expedite the environmental review process required for building additional airports and runways.

"Despite the bad weather, last summer's record flight delays were not a freak of nature," said Virginia Buckingham, executive director and chief executive officer of the Massachusetts Port Authority, which runs Boston's Logan International Airport. "Instead, they were a manifestation of the serious infrastructure deficiencies in our aviation system that were exposed when too many planes tried to use too few runways."
