The conduct of regular, free, and fair elections has become the touchstone of democratic development in emerging and transition market democracies. But even as more countries take to the polls, elections in even established democracies appear increasingly troubled. Stagnant voter turnout, porous campaign-finance legislation, and creaking administrative mechanisms threaten to undermine the legitimacy of what has become one of the West's most celebrated exports.
