COLORADO SPRINGS, Colo. _ The water's fast and wild, the sky is blue and the air warm. It's a perfect time of year for those in the rafting industry, except for one thing: There aren't very many rafters.

It's an annual problem for river outfitters _ trying to get Coloradans out to the rivers when they have optimal levels and minimal crowds.

"We just can't figure it out. It's great rafting, but everyone waits until July or August, when all the tourists are here," said Bob Hamel, vice president and manager of Arkansas River Tours, which offers rafting trips on the Arkansas River from Browns Canyon through the Royal Gorge.
