Jun. 3--HANOI, Vietnam--Traffic is the first thing people notice about this city. Scooter traffic, not cars.
Scooters swarm the streets like mosquitoes at sunset. They operate according to a perverse Rules of the Road that seems designed to cause accidents, not prevent them.
Green light, red light: It doesn't matter. People start or stop as they please. A left turn through traffic is best accomplished by nosing the scooter between the oncoming, honking hordes like a salmon swimming upstream.
