Jun. 5--The Post Office is studying ways of providing cheaper utility bills for poor customers who do not pay by direct debit.
The majority of utility customers pay bills directly through their bank accounts and save about 5 percent a year in the process.
More than four million less-well-off households use budgeted or pre-payment methods such as power keys or meters. The problem with this system is that the people who would most benefit from direct debit savings are the least likely to use it or have access to it.
