Despite the plaudits for the deal hammered out last May by European Trade Commissioner Pascal Lamy and his counterpart Chinese Foreign Trade minister Shi Guangsheng, the entire process has ground to a virtual standstill. Part of the problem lies in moulding China's bilateral agreements with more than 30 important WTO members into an accession protocol, formalising its rights and obligations. And part lies in the failure of Beijing to consolidating these bilateral deals, leading both the EU and the US to become increasingly sceptical about China's ability to deliver on its promises, and even unpick parts of their agreements.
