FOR as long as governments have been telling us what we can and cannot do, they have also taxed us for the privilege.

From the arrival of the Romans onwards, we have been assessed for tax and hounded for it when we refuse to hand it over. But when it comes to income tax, we can safely blame the French because this was introduced as a temporary measure to fund the war against Napoleon.
