NO SOONER had Helmut Kohl, West Germany's chancellor, announced a big cabinet reshuffle last week than he was busy ditching unpopular policies threatening his coalition's chances of re-election. Among the ballast being dumped is an extension of national service from 15 to 18 months. The extension had been due to start in June. The government agreed on it back in 1986, arguing that the low birth rate in the 1970s meant the Bundeswehr would soon face a shortage of young servicemen. Mr Kohl confirmed the step early this year, saying that it, underlined the firmness of West Germany's commitment to NATO.
