The Office of Naval Research's (ONR) 'Swamp Works' organization is working on ways to combine the fleet's and laboratory's efforts to meet urgent operational needs at little additional cost to the service, according to a senior official.
"Swamp Works [which stood up last winter] has about a fraction of 1 percent of the overall Navy science and technology budget to work on problems that have the highest operational payoff" but won't add cost to the service, Paul Lowell, ONR's Swamp Works director and former deputy director of naval intelligence, last week told Defense Daily during an interview.
