Imagine you're a police officer. Because of staffing shortages, you've been "asked" to work a double shift. If you refuse, you can lose your job.
So you work the double shift, your second this week. Each shift has been so busy, you haven't had meals or breaks. And you've had an outbreak of serious problems: rape, suicide, domestic violence and armed robbery.
Since the staffing problem is so severe, the police department has hired three substitute police officers from a rent-a-cop agency. The rent-a-cop officers have basic training as security guards. They want to please.
