Like most consumers, Greg Byrd doesn't pretend to be an expert on interest rates.
But in the last few months he's become even more confused about the rates charged for mortgages.
"With the rates going down, such as the prime rate and CD rates, why are home mortgage rates not following?" asked the Rockwall, Texas, homeowner, who is hoping to refinance his house. Since January, the Federal Reserve has cut short-term interest rates five times _ the largest number of reductions in any six-month period.
But the average rates lenders charge for home loans have actually gone up slightly from earlier in the year.
