European Union heads of government opened a two-day summit in Gothenberg, Sweden, last Friday with one of their major ambitions in trouble: EU expansion into the former Communist eastern Europe.
By a vote of 54 to 46%, Irish voters soundly rejected the Nice Treaty June 7, a key agreement aimed at overhauling the EU machinery to permit up to a dozen countries to join the EU. Analysts said many issues upset voters, including the effect of EU enlargement on subsidies in areas like agriculture.
