The energy crisis in the west has been building for some time. California has not recovered from the power shortages and high prices experienced this past summer. The heavy rains that typically refill the Northwest's hydropower system have not yet occurred. The drought conditions threaten power shortages in the Northwest if the weather does not change. These factors have interrupted the typical seasonal power swap that occurs annually between the Southwest and Northwest.
