German Gref, the Russian Minister of Economic Development and Trade is pleased that the Russian State Duma has voted in favour of the Land Code in its first reading. He stated that many economic innovations such as tax burden relief cannot work while the issue of land ownership is not solved. Mr. Gref stated that this is "a good signal to investors and landowners about stability of property rights in Russia," according to Novosti.
