The Critical Role for Official Development Assistance in the 1990s
The turn of the decade finds the donor community taking stock. What has been accomplished? What is the job for the 1990s? Are we doing enough? Are we using the right instruments?
The Members of the Development Assistance Committee of the OECD annually justify their requests for official development assistance (ODA) to their parliaments. (ODA is defined as assistance with a concessional or grant component of at least 25 percent.) The case is made in a variety of ways.
