MEXICO CITY -- During campaigns, presidential candidates often tout their credentials as outsiders, using that status as evidence that they will represent the people's will and not the ruling elite. But like many of these outsiders, President Vicente Fox is finding that he must chose between dealing with the entrenched interests he campaigned against or risk sacrificing his agenda.
