Jul. 11--PALMETTO, Fla.--The proliferation of merchant power plant proposals in Florida has become so rampant that not even the state's Public Service Commission has been able to keep up, Manatee County decision makers were told Tuesday.
Guessing that the state's Legislature will someday open the electric market to competition, companies are scrambling to get their foot in the door early by announcing plans to build merchant plants. Those facilities, under current laws, can only augment the existing utilities' supplies and not sell directly to consumers.
