Professor Strong has written an avowedly revisionist study of Jimmy Carter's foreign policy--making processes. His conclusions run contrary, as he notes, to many earlier evaluations of the president's decision making in this policy arena. Strong contends that Jimmy Carter did pay attention to detail but that this was part of his effort to master the intricacies of foreign policy.
