WASHINGTON _ President Bush returns to Europe on Wednesday for a week-long tour that will include lunch with Queen Elizabeth, his second meeting with Russian President Vladimir Putin, a call on Pope John Paul II and a morale-boosting visit with U.S. troops in Kosovo.
The president is under pressure to fill in the details of his emerging foreign policy initiatives. White House aides said Bush is not looking for breakthroughs, but hopes to build on the relationships he formed during last month's European trip.
