In the past few years, the media has alerted the public to many accounts of violence in the schools. According to a 1999 Justice Policy Institute report, although the death rate among juveniles has declined recently, the number of multiple-victim incidents have risen. The Department of Justice reported in 1999 that nearly 40 children and teens die each week from acts of violence.
