Jul. 19--Richard Oliver works a different schedule than most people. His eight-hour shift on the assembly line at Covance ends at 3 a.m. every weekday.
Oliver doesn't own a car and is entirely dependent on public transportation.
"The plant is located to the west of Rockville and Country Club Road," said Oliver, 49. "There isn't any bus service from there at that time of the night; there's no way I could reach home without a ride."
