BILLY CLAY, ADMINISTRATOR of a Brinkley nursing home, makes an impassioned argument for his industry in the letter to the editor that appears below. It is human nature, he says, to feel victimized by sudden rate increases that hit some patients who pay their own way by as much as $750 a month. But the nursing homes, he says, are simply asking these patients for "their fair share."
