Jul. 23--WASHINGTON--President Bush's vaunted charm offensive, heralded as his not-so-secret weapon to sway a closely divided Congress, is falling flat on Capitol Hill, where the president now faces serious challenges to his agenda.
The president enjoyed early victories on the Hill, working across party lines to forge an education package and winning over enough Democrats to pass a $1.35 trillion tax-cut package, both top White House priorities.
