Materials managers expect paper prices to rise next year, just as most varieties increased in price over the past year. Reasons for the gloomy outlook range from economic indicators such as the Consumer Price Index to the effect of higher gasoline prices.

Wild price swings

About the only good news is that paper, as a commodity, has a notorious record of moving wildly in response to raw material price swings. That means that what goes up eventually comes down.
