Insurance -- A New Crisis?: Small companies in California, already walloped by the effects of electricity deregulation, are now being hit by the state's workers' compensation insurance mess.
So said Martyn Hopper, California director of the Washington, D.C.-based advocacy group National Federation of Independent Business.
As the oldest social insurance program in America, workers' compensation has been in operation in California for more than 80 years. All employers in the state -- not including the self-employed -- are required by law to carry workers' compensation insurance, he said.
