calls for tougher penalties

Although the driver who allegedly killed Patrick Ward was not drunk, high or speeding, according to authorities, he did show an inexcusable recklessness.

He also did not exercise reasonable care while driving. He did not run a light changing from yellow to red, which is also reckless and negligent. He ran a light that was red long enough for the traffic on Jeanne Street to have a green light.

A young child was killed as a result, but the police and prosecutors do not think they can prove gross negligence. Several people witnessed the car go through a red light. How much more proof do ...
