Too Late to Close the Barn Door?
At least 80 nations, on six continents, own surface-to-air missiles capable of being carried by one person and shoulder-launched. This pandemic spread of missiles has occured in many ways. Some nations design and build their own -- the US and USSR, for example. Even Brazil is developing a laser-guided SAM under a joint venture between Orbita and British Aerospace. Others, China's HN-5 and Egypt's 'Ayn al-saqr, are clones of existing systems -- the Soviet SA-7.
