WASHINGTON -- A Democratic congressman is finding himself in an odd position these days: supporting an energy-conservation measure that affects cable boxes and other home electronics that was originally proposed by President Bush.

In the wake of Bush's speech to Department of Energy employees in June, Rep. Ed Markey (D-Mass.) introduced an amendment to the massive energy bill being pushed through Congress (H.R. 4) that would require almost all home electronics to use 1 watt of power while in standby mode.
