Aug. 15--The Pittston Housing Authority has hired Charles Infantino as its project manager on a permanent basis, prompting some to question the effectiveness of the Pennsylvania Civil Service Commission.
Rex Fornataro of Conyngham should have had a virtual lock on the job because he is a veteran and was ranked first on the commission's list of people who passed the state civil service exam for Housing Authority project manager.
