Aug. 18--The deregulation plans of Virginia's second-largest electric utility could lead to higher prices and less reliability for the company's Southwest Virginia customers, say state regulators and some of the utility's largest customers.
Earlier this week, the State Corporation Commission filed a protest with federal regulators challenging American Electric Power Co.'s plans for reorganizing two AEP utilities in Ohio.
