LA PAZ -- Vice President Jorge Quiroga on Aug. 7 became the president of Bolivia after President Hugo Banzer stepped down the day before due to ill health.
Quiroga faces a slew of problems, including a faltering economy and widespread dissatisfaction with the government because of rampant corruption and an unpopular campaign begun by Banzer to eradicate coca production. His biggest problem may be that he takes office as a lame duck with only a year left in power because Bolivia's Constitution bars him from serving consecutive terms.
