Aug. 20--NEENAH, Wis.--New foreign ownership has caused palpitations at the former Wisconsin Tissue Mills. The major maker of restaurant napkins is fluttering with signs of revitalization six months into its conversion to SCA Tissue North America, part of Svenska Cellulosa AB of Sweden.
Earlier this month, the company broke ground on a $3.4 million, 30,000-square-foot addition to its 22,000-square-foot headquarters. It's adding an extra machine for making toilet paper at $5.5 million. It's putting $5 million into converting computer systems.
