GARDEN GROVE, Calif. _ Korean bakery owner Young Hwa Kohng always knew that her rice cakes _ made of rice dough, sugar and a pinch of salt _ were safe to eat at room temperature. After all, she drew upon 5,000 years of tradition to base her opinion. Friday, when Gov. Gray Davis signed Assembly Bill 187, state legislation backed her up as well.
"We are very thankful that the law has been changed," said Kohng, owner of Han-yang Baker on Garden Grove Boulevard in Garden Grove.
Korean rice cakes, called ttok, are moist and chewy when left at room temperature. But health-code laws require rice products to be refrigerated below 41 degrees, or heated above 140 ...
