Mail to the governor's office is more than 30-to-1 against creating a state Department of Forestry.
Republican Gov. Scott McCallum said Friday the ratio is "overwhelming" and "weighs heavily" on his decision. Yet he wasn't ready to say he'll veto the item from the state budget.
"Mail is not the only factor," the governor said. "It's one of the factors."
