Whether the United Nations should play a strong or only limited role in American foreign policy is a question that has long provoked fierce debate. Ever since President Woodrow Wilson unveiled his conception of the League of Nations at the end of World War I, many liberals have continued to advocate the desirability and possibility of international organizations providing the bulwark for peace and security.
