There are two governmental processes studied at the federal level by advocates of physical education and recreation. They are the authorization and appropriation processes. Authorizations are initiated once by Congress, and then reauthorizations follow at regular intervals. Reauthorizations provide opportunities for Congress to evaluate performance of various aspects of the approved program and make changes to improve it or modifications so that continuous improvement is possible.
