YITZHAK SHAMIR, the man who as these words are written is prime minister of Israel (his government may fall at any moment), after seeming to encourage elections in the occupied territories, turned around and attached conditions that will make elections impossible.
Neither his Likud nor the PLO, despite their protestations, is eager for any movement on the matter. Likud fears that the PLO is playing for the whole ball of wax, while the PLO-is playing for the whole ball of wax. These concerns are not equivalent. Likud fears for Israel's survival, and in international politics survival has no equivalent.
But Likud and the PLO are not the only forces ...
