IRAQ'S president, Saddam Hussein, yesterday warned against military action by the United States in reprisal for last week's attacks. In an open letter to the West, he wrote: "America needs wisdom, not force. It had used force, along with the West, to its extreme extent, only to find out later that it did not achieve what it wanted."
