A $3.6 million budget shortfall that went undetected for months led Hampton Roads Transit on Thursday to create a permanent audit committee to oversee its finances.
HRT staff members knew expenses were running over budget but were not aware of the magnitude of the problem until recently, Executive Director Michael S. Townes said. The agency had to scramble to cover the gap by uncovering new sources of state and federal funding.
The financial confusion, caused at least partly by an antiquated accounting system, rattled members of HRT's commission.
