There is no easy way to formulate a strategy for expanding the refining sector of any Middle East country. Whilst no country would wish to cut its refining capacity below the present level, any expansion plans would need to indicate long term profitable operation and that cannot be done with a sufficiently high degree of confidence.
...What is clear is that any new grass roots refinery will be planned to produce virtually sulphur free motor gasoline, kerosine and gas oil. The refinery will be located at an export terminal which can load VLCC size tankers.
