The important decision reached by the U.S. 2nd Circuit Court of Appeals regarding United Haulers Association vs. Oneida-Herkimer Solid Waste Management Authority [``A victory for flow control,'' Aug. 20] should stimulate renewed public-private cooperation.
Following the Supreme Court's 1994 Carbone decision, some groups ballyhooed the demise of public facilities and counseled their members to ignore and defy public systems.
