DALLAS, Nov. 16 /PRNewswire/ -- Central and South West Corporation (NYSE: CSR), a Dallas-based public utility holding company, said today E. R. Brooks will become the corporation's president and chief operating officer Jan. 1, 1990. Merle L. Borchelt, chairman, president and chief executive officer of Central and South West, will relinquish the title of president at that time.
