Though almost everyone in New York would agree that mayor Rudolph Giuliani has been extraordinary since the terrorist attacks on the World Trade Center, not everyone is eager to see him get a three-month extension of his term.

"I can't get very exited about this idea," Paul Volcker, the former chairman of the Federal Reserve Board, said at a breakfast panel on the "Future of Financial Markets in New York."
