A dozen aides and technicians swirled around President Bush just before 1 p.m. Sunday as he sat, stone-faced, in the White House Treaty Room. As his makeup was being applied for the televised address to the nation, a young aide rushed in: TV was reporting that the war had begun. Bush scoffed. "The war began September 11," he said quietly.
