With a growing deficit and a nascent war effort, it may indeed be time to ``rebate America.'' But if you give back your recent tax refund, as a new interest group suggests, you won't be much help in combating terrorism.
A full-page advertisement in Friday's USA Today said ``It's time to rebate America,'' urging taxpayers to give all or a portion of their recent tax-refund checks back to the U.S. government.
