SAN JOSE, Calif. _ San Jose's efforts to continue the revitalization of its long-dormant downtown could be crippled within several years by legislation signed last week by Gov. Gray Davis.
For decades, the city has used windfall redevelopment tax revenues from high-tech office parks to subsidize a sports arena, a convention center, and upscale hotels and office buildings _ all part of an effort to revamp its urban core. Under previous law, San Jose's ability to do that is set to expire in 2004.
